Stolen Bitget XRP keeps moving because nobody can freeze XRP itself
XRPL freezes apply only to tokens issuers create, not to the native asset. About 54 million of 103 million stolen XRP had left the attacker's first wallets by Saturday midday.

The new consensus protocol targets about 150 ms finality. On the morning of 26 September the Foundation's own dashboard showed devnet finality at 322 ms, and vote transactions gone from blocks.
