EIP-8433 proposes exiting the last 0x00 validators at a capped rate after a grace period
A new draft, EIP-8433 "Retire 0x00 Validators", was added to the Ethereum EIPs repository on 14 October 2026. It targets the last validators whose withdrawal credentials still use the original 0x00 format — controlled by a BLS key, with no execution address.
The population. According to the draft, the number of such validators fell from roughly 600,000 to about 9,200 on mainnet (August 2026) after Capella allowed a one-way conversion to 0x01, but the decline has stalled: conversions are down to double digits a month, and several hundred of the remaining active 0x00 validators have not attested for more than six months — most likely, the authors write, because their keys are lost.
Why it matters, per the authors. Nobody can exit a 0x00 validator whose key is gone: a voluntary exit needs the signing key, and execution-layer exits under EIP-7002 need an execution address these credentials lack. At measured penalties of about 0.55 ETH a year, natural ejection would take roughly 28 years. Meanwhile every fork has to keep BLSToExecutionChange and related code, and BLS is not post-quantum secure, so these validators could not register in any post-quantum key scheme now under discussion.

What it would do. From a fixed RETIREMENT_START_EPOCH — an absolute epoch that can be announced as a date in advance — a new per-epoch step would start exits for active 0x00 validators in index order, capped by MAX_RETIREMENTS_PER_EPOCH, through the standard exit churn. Both constants are still TBD; the draft says a value of 8 would finish in about five days, a value of 1 in about six weeks. Retired validators stop earning and stop being penalised, and their full balance stays recoverable by rotating to 0x01 credentials at any time.
Where it fits. EIP-8433 is described as the second stage of a staged deprecation: EIP-8365 stops new 0x00 deposits, a companion EIP would gradually drain retired balances before the post-quantum transition, and a final one would remove the remaining 0x00 machinery. It needs a consensus-layer hard fork; the execution layer is unaffected. The draft estimates the change would remove at most about 300,000 ETH of effective balance, roughly 1% of stake.
