SIMD-0464 amended: reward collectors may alias the vote account and each other

The Solana Improvement Document SIMD-0464, which defines a version 2 instruction for initialising vote accounts, was amended on 6 October to clarify aliasing rules (pull request #618 in the SIMDs repository).

What the proposal defines. The new initialisation takes two collector accounts from the instruction: the inflation rewards collector from account index 2 and the block revenue collector from account index 3. The existing text requires, among other checks, that each collector be writable and not a reserved account, returning InstructionError::InvalidArgument otherwise.

What the amendment adds. Four lines stating that:

• both collector accounts may alias the vote account;
• both collector accounts may alias the same collector account;
• the validation checks apply to each index independently.

The change touches only the proposal text (proposals/0464-vote-account-initialize-v2.md); it does not by itself change any validator.
